Cavitt’s Creek Park

First U.S. Bio-Disk® package plant — a decentralized, low-maintenance solution supporting park expansion

End User: Tazewell County, Virginia

Location: Cavitt’s Creek Park, Tazewell, VA

Capacity: 7,500 GPD

System Commissioned: July 2016

BACKGROUND

Cavitt’s Creek Park in Tazewell County, Virginia, needed a sustainable, low-maintenance wastewater solution to support its planned expansion—including new cabins, camping grounds, and special event facilities. The county partnered with EPC Ltd. to implement an advanced decentralized system that would serve as a model for rural wastewater infrastructure across the U.S.

This project marks the first installation of its kind in Virginia and the United States, leveraging EPC’s proven Israeli-developed Bio-Disk® technology.

The Problem → Infrastructure Gaps Limiting Park Expansion

  • No existing wastewater system capable of supporting new cabins or facilities

  • High cost and complexity of traditional treatment options

  • Need for an eco-friendly, unobtrusive system suitable for recreational and nature-based environments

  • Desire to future-proof package plant with a scalable and efficient solution

 The Challenge

  • Rural location with limited access to centralized treatment infrastructure

  • Park expansion required immediate wastewater capacity increase

  • Tight project timeline and budget constraints

  • System needed to be visually discreet, quiet, and odor-free

  • Project required coordination between public agencies and a foreign technology partner

The Solution

EPC installed a Bio-Disk® Package Plant, a modular, plug-and-play system designed for remote or variable conditions. This innovative onsite system combines advanced natural treatment processes with durable components built for long-term use.

System Highlights:

  • Bio-Disk® technology for efficient  wastewater treatment

  • HDPE manholes & inspection chambers designed in Israel

  • Scalable design to support additional cabins and seasonal park demands

  • Quiet, odor-free operation—ideal for eco-tourism environments

 The Results

  • Enabled full park expansion: cabins, camping, and special event infrastructure

  • Delivered a cost-effective and regulatory-compliant system

  • Received positive coverage as a “game changer” in U.S. rural wastewater treatment
