WV DOH Hq.
A failing system was replaced in under 30 days with Bio-Disk® package plant. The new solution meets TL-3 standards, supports site expansion, and ensures long-term compliance with minimal maintenance
End user West Virginia Department of Highways (WVDOH)
Location: DOH HQ Complex, West Virginia
Project Type: Old plant replacement
Capacity: 7,500 GPD
Commissioned: October 2023
Background
In October 2023, EPC Ltd. partnered with the WVDOH to replace a failing wastewater system at their headquarters with a modern, decentralized treatment solution. The new facility was installed and fully operational in under a month, using EPC’s patented Bio-Disk® fixed-bed biological technology, backed by 33+ years of field experience.
This project provided the infrastructure foundation for the future expansion of the headquarters complex and to avoid regulator fines for exceeding permit limits.
Issue
Outdated and inefficient system
Immediate need for compliant, high-quality treatment
Tight installation timeline to support planned site growth
The Challenge
Strict TL-3 discharge requirements (high effluent standards)
Urgent schedule — full system replacement in <60 days
Limited access, confined footprint, and government-level coordination
Need for a sustainable, low-OPEX solution that would scale with the facility
The EPC Solution
EPC deployed a Bio-Disk® Package Plant — a plug-and-play, decentralized system designed to operate quietly, cleanly, and efficiently with minimal operator input. Its modular, fixed-bed design offers proven biological treatment with industry-leading reliability.
System Highlights:
Rapid installation in under 60 days
TL-3 effluent quality (ammonia near-zero; fecal coliform undetectable)
Bio-Disk® fixed-film treatment with low energy demand
Designed for scalability, off-grid compatibility, and long-term durability
Quiet, odorless operation with minimal maintenance required
Project Results
Full EPA & WVDOH compliance within weeks
Consistently outstanding effluent quality after just 3 months
Ammonia: trending toward zero
Fecal coliform: not detected
Minimal solids & organic load
Reduced operational burden — no certified operator needed
Enables future expansion of the HQ complex
Model project for rural and government sites across the U.S.
